Overview

Responsible for oversight and direction for nurses (RNs), Patient Navigators (PNs), and Medical Assistants (MAs) for the Health Care District’s Primary Care Clinics. Provides clinical guidance and training to RNs and MAs. Evaluates the effectiveness of the care provided to patients by RNs and MAs. Monitors ongoing RNs and MAs clinical performance. Maintains responsibility and accountability for RNs and MAs to ensure their performed duties are in accordance with established policies, nursing standards, and clinical protocols. Coordinates risk-related activities for the C. L. Brumback Primary Care Clinics.

Responsibilities

  • Oversees and manages all nursing, Patient Navigation, and MA functions.
  • Responsible for RNs, PNs, and MAs privileging and participates in credentialing process.
  • Responsible for developing and maintaining clinical manuals and competencies.
  • Responsible for development and updating of the Clinical Protocols and adoption of clinical guidelines and
  • measures. 
  • Participates in designing QI metrics and monitoring them, designing both on-boarding and ongoing training curricula, and staff development programs.
  • Ensures development of clinical competencies as well as ongoing position-specific assessments of the competencies.  Develops performance improvement plans for staff with identified performance issues.
  • Suggests customization and optimization of EHR to ensure quality documentation and data collection. 
  • Responsible for development of appropriate policies and procedures.
  • Follows up on identified clinical issues and trouble-shoots problems with the staff, patients, or equipment.
  • Reviews charts of new RNs and MAs during probationary period and on ongoing basis as needed.
  • Contributes and participates in Medical Quality Management Committee and Quality Council meetings. 
  • Identifies specific educational needs of individual staff members and provides follow up instruction for identified needs.
  • Supervises the clinical orientation of new staff ensures all components of the on-boarding checklist are completed.  Advises the Lead RNs and/or Practice Managers of any additional educational needs of new staff.
  • Ensures care is provided in accordance with facility policy, standards, regulatory standards and professional standards of practice. 
  • Provides coaching as needed to assist staff to meet standards.  Provide recommendations to Lead RNs and/or Practice Managers for counseling or discipline in accordance with department standards as needed based on performance. 
  • Assists with managing, documenting, and investigating incidents and accidents. Reviews patient incidents and investigates incidents to determine contributing factors and the details regarding the incident (works closely with corporate risk manager). Ensures that notifications are complete and appropriate documentation and interventions are in place.
  • Reviews employee incidents immediately and ensure documentation is completed.  Refers employee to Human Resources or sends to facility resource for medical follow up if required (in accordance with policies).   
  • Follows up on clinic-related incident reports through resolution.
  • Assists with the development of policies and procedures, and ongoing instruction to ensure the clinics are HRSA compliant at all times.
  • Supports and demonstrate practices consistent with the mission, philosophy, standards, policies, and procedures of the department.
  • Delegates responsibilities to the RNs and MAs  appropriate to licensure and scope of practice.
  • Recommends staffing patterns to the Medical Director and Director of Operations.
  • Serves as a resource to the staff in clinical and managerial decision-making.
  • Ensures RN, PN, and MA staff complies with the facility policies and procedures.  Provides coaching or reinstruction as needed.
  • Ensures that practices are consistent with regulatory requirements.
  • Identifies problems and makes recommendations for addressing these problems to the Medical Director and Director of Operations.
  • Interviews applicants for position vacancies and makes hiring recommendations to the Medical Director and Director of Operations.
  • Conducts performance appraisals of licensed staff.
  • Works collaboratively and communicates problems and needs to other departments.
  • Participates in developing, implementing, and revising the facility's quality assurance program and follow up on the Quality Indicators.
  • Assist and participate in activities related to the facility inspection or investigation by regulatory or accrediting agencies.
  • Conducts meetings to communicate information, changes, or additions in policies and procedures to the RNs, PNs, and MAs.
  • Prepares written and oral reports for the Medical Director.
  • Assists in the development and implementation of nursing recruitment and retention programs.
  • Adheres to professional nursing codes of ethics.
  • Ensures patient safety and care according to state and federal guidelines.
  • Makes recommendations for major equipment purchases to the Medical Director.
  • Maintains a high level of quality that meets specific standard operating practices and procedures, consistent with organizational goals.
  • Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Qualifications

Education:

  • Associate's, Bachelor's, or Diploma in Nursing required.

 

Experience:

  • Five (5) years experience as a licensed nurse required.

 

Certification:

  • Basic Life Support (BLS) certification required.

 

Licensure:

  • State of Florida, Department of Health Registered Nurse required.

  • N/A
