Overview

This Primary Care Physician is a licensed physician who adheres to the highest standards of evidence based medical practice, ethics, and professionalism at all times. This position provides primary care services in an outpatient setting, consisting of diagnosis, treatment and referrals as appropriate. Duties of this position are to understand HCD Primary Care Clinics protocols and procedures and to ensure quality of care for all patients.

Responsibilities

The position involves providing full scope of primary care services including but not limited to diagnosis, treatment, coordination of care, preventative care and health maintenance to a complex adult population in HCD Primary Care Clinics.
Essential duties and responsibilities include the following: Obtain health history and perform physical examinations; Diagnose and direct counseling for each patient on a plan for treatment; Prescribe medication in accordance with Florida statute and professional practice guidelines; Perform minor surgical procedures; Arrange referral for patients requiring services not offered at HCD PC Clinics; Review incoming reports (e.g. lab, x-ray, EKG, hospital and specialties reports etc.) sign, date and follow-up in a timely manner; Participate in utilization review, quality assurance, provider meetings, and other clinical meetings; Assist in updating protocols and principles of practice as requested; Assist in outside medical public relations functions; Adhere to UDS productivity standards and meet at least the minimum requirement.

Responsible for maintaining accurate and complete medical records, for completing proper coding requirements, and different forms as required. Participate in quality assurance and related activities. Provides oversight of mid-level providers; Maintain a close liaison with the PCP of Hospital Services for coordinating the e transition of care from clinic to hospital and back to clinic.

Participates in after-hours “on-call” patient phone calls coverage on rotating basis.

 

Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural. Additionally, incumbents are required to perform emergency response and management duties for Palm Beach County as required. 

GME Responsibilities


Didactic teaching – as core faculty, facilitate and be present for the majority of educational conferences with contributions from other family medicine academic and community faculty members or specialist faculty members, as appropriate.

Clinical instruction and supervision of residents during inpatient adult service in rural hospital setting teaching and providing of care from FM perspective

Clinical instruction and supervision of residents during inpatient children service during once per week session in rural hospital setting teaching care from FM perspective alongside Pediatrician
Serve as an adviser and role model for residents.
Participation in scholarly activity such as research, grant-writing, publications, presentations, and professional organization leadership
Participation and leadership in program clinical competency and program evaluation committee.
Teaching of medical students and other allied professional learners if / as delegated.
Participate in the recruitment, management, and retention of family medicine faculty providers.
Advise on purchase of medical equipment.
Assist in planning for the development of new clinical programs, resident rotations, and program expansion.
Coordinate with the DIO and Family Medicine Residency Program Director to maintain an educational program fully compliant with ACGME, AOA and Residency Review Committee requirements.

Customer Service:


As a patient care facility the HCD PC Clinics and its staff are responsible for providing a high quality of internal and external customer service. The Physician must demonstrate a focus on customer service and the ability to attain high levels of customer satisfaction by providing appropriate leadership. Maintaining positive relationships with customers both internally and externally is essential.

Communication:


The Physician position requires excellent oral and written communication skills. This includes the ability to share information in a timely manner, both verbally and in writing; keeping peers, colleagues, and staff appropriately informed. The position also requires interpersonal skills such as effective listening, appropriate use of style and language for audience, and productive processing of information.
The Physician is expected to process information in an analytical fashion and be able to communicate findings and results effectively. This includes effective verbal presentation and written analysis adjusting language and terminology to the needs of the audience.
Teamwork:


The Physician has responsibility over clinical care as assigned by Medical Director. The Physician must be adept at dealing with varying personality types, patients, families, physicians, peers, supervisors and external parties.
The must be able to independently determine the timing and manner of presentation in which each situation is addressed. 

Initiative and Ingenuity:


The Physician must possess the ability to focus on improving health outcomes by encouraging innovation,
using best practices. Ingenuity and strong analytical skills are essential. The Physician must be able to
effectively balance priorities.

The Physician must possess the ability to identify and implement quality processes to meet identified health
outcomes. They must stay abreast of current techniques, methods and skills, and regularly measure adherence
to quality clinical measures.
Productivity:


The Physician must be able to work toward multiple goals concurrently and set priorities according to standards
and guidelines.
Leadership/Creating a Shared Vision:


The Physician must have the ability to interact effectively at different levels with different audiences, develop
and maintain relationships with physicians’, colleagues and superiors across organizational lines, exhibit high
ethical standards and personal integrity/
Managing and Developing Human Resources:


The Physician provides formal feedback on residents’ performance.
Promoting Quality, Customer Service and Productivity:
The Physician must thoroughly understand and ensure compliance with federal, state and local regulations.
Meeting Strategic Goals and Objectives: 
The Physician assists the Program Director in the development of strategic plans and initiatives related to the residency program.
Practice Operations and Leadership:
The Physician has operating responsibility over a clinical team providing care to assigned patients.

The Physician ensure that service delivery is provided in a culturally competent way and consistently treats customers, stakeholders, partners, and coworkers with dignity and respect

Qualifications

Doctor of Medicine or Doctor of Osteopathy degree required.


Experience:
Previous experience in a rural setting and in a public sponsored hospital is preferred. Bilingual /Trilingual in
English, Creole and Spanish preferred


Certification:
Health Care District Primary Care Clinics providers must be licensed and registered as a physician in the State
of Florida, be Board Eligible/Board Certified in Internal medicine, Family/General practice, or Preventive Medicine/Public Health. Current ACLS or BLS certification required.
Licensure:
Unrestricted license form the Florida Board of Osteopathic Medicine and the Florida Medical Board.
Registrations:
Drug Enforcement Agency Controlled Substance Registration including schedules: 2, 2N, 3, 3N, 4, 5.
Training:
Current Medicare and Medicaid provider numbers required. Demonstrates current knowledge of general/internal/family

medicine ongoing professional development.
