  • Overview

    Oversee the development and implementation of human resources policies, programs and services. Includes recruitment, selection, retention, legal, and regulatory compliance, employee relations, employment practices and procedures, and employee communications. Serve as internal consultant to members of the management team on Human Resource issues.  Select, develop, evaluate and lead a team of human resource professionals with the goal of earning a high level of credibility by understanding and pro-actively solving HR and business challenges.  As a direct report to the CHRO, supports and drives the HR philosophy and culture within HR and the organization.


    Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, best practices, and applicable laws regarding human resources.

    Provide direction and coaching to team members in the performance of their duties, establishing work priorities, and in achieving management goals and initiatives.

    Provide support to management on matters of goals setting, policy development, and strategic implementation in support of achieving organizational objectives.

    Provides input on the human resource structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.

    Reviews human resource policies and forms; oversees implementation and uniform application of human resource policies and procedures.

    Supports and provides direction to team members on performance management functions such as employee performance evaluations, disciplinary actions, performance improvement plans, and action plans.

    Monitors representation of the District at State Department of Labor and Unemployment Claims appeal hearings.

    Recommends and evaluates strategies/programs for the organizational development needs of the District.

    Supports investigations of employment related complaints or disputes.

    Functions as employee liaison, as appropriate, with regard to workplace issues and concerns; meets with individual employees to hear grievances and explain District policy, management role, and prerogatives.

    Participates with CHRO in the development and implementation of department goals and objectives.

    Assists with all legal issues in the Human Resources department; engages employment counsel as appropriate.

    Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.



    Bachelor’s degree in Human Resources, Business, or related field required; Master's degree in same preferred.


    Seven (7) or more years of experience in Human Resources Management.


    Valid Florida Driver’s License required.
