Provides leadership and coordination for IT operations support functions with the goal of providing information management tools and services to enhance the delivery of healthcare and fiscal performance of the Health Care District of Palm Beach County. Oversees the technical infrastructure, office automation, network, voice and data telecommunications, and disaster recovery functions in a reliable, process-based and proactive approach.
Provides leadership and support for Information Technology operations staff. Ensures the proposed and existing infrastructure and network architecture are aligned with the District’s objectives.
Directs the effective use of information and telecommunications technology for the District by matching current business requirements, long-range plans and technology components to achieve business objectives.
Develops and maintains a long range Information Technology Architecture Roadmap, which is in keeping with the District's goals and objectives and allows the organization to take advantage of current technology within established budgets.
Develops strategies and guides the operations team in setting directions and seeking future opportunities based on clear values, high performance expectations and internal/external customer focus.
Assists with the preparation of proposals for major projects for review by the Chief Information Officer, preparation of the budget for same and setting of operations priorities.
Provides technical assistance to Senior Management in their effort to control cost and improve the organization's productivity through the implementation of more effective manual and automated systems.
Provides direct leadership to the Operations Manager and Service Support Manager in order to provide uninterrupted services to the users and to meet established production schedules.
Works with the Chief Information Officer and business owners to establish the IT infrastructure and operations goals.
Develops and deploys staffing plans, productivity standards and initiatives to maintain established and targeted service levels.
Maintains a collaborative relationship with all levels of staff District wide to promote an open line of communication for problem resolution and quality care. Manage and maintain positive working relationships with IT staff and external service providers.
Responsible for contract negotiations between the system vendors and the District in any major hardware and/or software acquisition.
Develops and cultivates key relationships with strategic partners ensuring appropriate costs, services and support.
Assists clinical areas in the selection and implementation of endpoint devices. Oversees technical support to these systems, as appropriate, once implemented.
Anticipates, proposes and implements opportunities to use new technology for performance and productivity.
Ensures management and staff are well versed in their particular support area of technology and applications. Ensures staff are cross-trained to provide coverage of critical applications.
Ensures proper Change Management and documentation for all architecture changes and systems.
Flexible, and able to adjust as business needs evolve.

Uses performance results data for strategic planning, setting goals and priorities, allocating resources, reinforcing or rewarding employee performance and improving leadership performance.
Emergency duty may be required of the incumbent that includes working in special needs or Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.
Bachelor’s degree in Computer Information Systems, Computer Science, or related field required. Master’s Degree in same preferred.
Seven (7) to ten (10) years progressively responsible experience in information systems, with a minimum of five (5) years hands-on experience managing a complex information technology environment. Must have both leadership and technical skills to manage IT infrastructure technologies and personnel. Must have the ability to effectively direct others while being able to perform “hands on” tasks. Experience with cloud infrastructure solutions a plus.
Cisco Certified Network Associate (CCNA) required.
Cisco Certified Network Professional (CCNP), Microsoft Certified Solutions Expert (MCSE) preferred.
Valid Florida Driver’s License required.
