    This employee performs maintenance, testing, installation, support and documentation functions for the District’s health care EHR applications.  Employees in this position provide leadership and implementation expertise required for the analysis, design, coding, testing and reporting of all assigned computer solutions for assigned program areas.  This position participates in a wide variety of high level projects including transitions to new systems/solutions and modifications of existing systems/solutions. This position assures critical production and test applications perform to quality specifications and are readily available for end users across the District.  

    Responsibilities

    Develops, maintains and supports assigned application detailed table management, work flows, electronic file transmissions and gateway functionality. Understands and assists Application Management with EDI implementation and support. 

    Works closely with assigned departments to ensure application implementation/reporting/data standards are current.  Configures and maintains all required application reference tables, data base structure and reporting requirements as defined/documented by application feature/function capabilities and business unit requirements.  

    Maintains test plans utilizing a test, model and production orientation for new versions of software or modifications to the application and/or database.  Participates in successful application and system daily, weekly, monthly and annual backup processes. 

    Investigates data auditing, consistency issues, problems or questions from end users/customers. Assists customers/end users with planning for business/systems changes impacting the District’s systems. Ability to interpret customer requirements and provide accurate and timely IT solutions including data analysis and structured reporting.

    Performs data extracts and conversion processes as required, validates all reports with quality assurance processes prior to releasing data extracts to business units or requesting entities.  Provides business units with appropriate rationale for data extract results as appropriate. Utilizes management and senior IT resources appropriately to ensure quality assurance process is in place. 

    Participates in developing accurate test scenarios/scripts with business units; conducts testing for all appropriate areas of system functionality; and, validates results for predetermined results.  Implements corrective action as required. 

    Develops, maintains and supports quality assurance processes for various EHR’s.  

    Provides customer support to troubleshoot and resolve critical production application problems.

    Provides support for the District’s complex reporting functions, including regulatory reporting such as HIPAA/HITECH, UDS, Meaningful Use, Joint Commission requirements, etc. 

     

    Creates and maintains technical documentation for systems support and provides appropriate application training to peers and business unit appropriately.

     

    Works directly with IT staff to ensure all projects timelines are met or exceeded based on specific project scope timelines and deliverables.

    Supports the installation of new operating system software, database software and development software as required. 

    Resolves complex and multi-user systems problems escalated from lower technical support levels of the department.  Provides Help Desk support as needed and appropriate on-call production support.

    Develop, manage and deliver EHR adoption and implementation support services to assigned departments and serve as liaison for all EHR related issues.


    Communicates and documents problems with IT vendors; performs follow-up with vendors and management to ensure timely and effective resolutions.

    Communicates changes in software/hardware or other systems issues impacting end users/customers.

    Provides documentation for all support, testing and application change processes.  Participates in disaster recovery testing, documentation and validation.

    Develops applications, software and documentation for various special projects as directed for the purpose of enhancing existing applications/systems.

    Compiles weekly, monthly and annual status/project reports as needed.

     

    Provides training and/or assistance to all District personnel as required through meetings, systems and programming objectives.

    Provides analyst leadership to District resources as defined by management and provides backup for IT personnel resources as required.  Travels between work sites as required.

    Maintains knowledge of the federal, state and local healthcare regulatory requirements, such as Medicaid, Medicare, HIPAA, FERPA and HITECH; analyzes applicability to EHR systems and performs importing and exporting of data as necessary.  Understands the features and functions of electronic data interchange (EDI) and provides development, maintenance and enhancement expertise to EDI applications.

    Maintains current knowledge of trends and developments in Information Technology. Supports a progressive Information Technology and business process enhancement environment by supporting business unit enhancement ideas.  

    Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

    Qualifications

    Education: 

    Bachelor's Degree in Nursing, Business or Computer related field required.

    Experience: 

    Three (3) to five (5) years of technical experience involving maintenance of EHR software, HL7 interfaces, data analysis, complex reporting and relational databases required.  Previous medical experience as an Emergency Medical Technician (EMT), Licensed Practical Nurse (LPN) and/or Registered Nurse (RN) required.  Working knowledge of Medhost preferred.  Working knowledge of report writers preferred.  Working knowledge of SSRS, MS SQL, Cerner CommunityWorks and eClinicalWorks a plus.

    Licensure:

    State of Florida Licensed Practical Nurse (LPN) or Registered Nurse (RN) license required for candidates with a Nursing degree.

    Valid Florida Driver’s License required.
