General Statement of Job
This position provides support for the integration and administration of the Health Care District’s Local and Wide Area Network data and voice environments. In addition, this position is responsible for coordinating problem resolution for voice and data related issues with vendors and other IT staff as appropriate. This individual provides strong second and third level support for problem identification and resolution for end users and customers throughout the District. Extensive knowledge is required for the analyzing, designing, installation, configuration, management and modification of network switches, routers, firewalls, application appliances, content delivery systems, UPS, wireless technology and fax server support. This position also assists in the formulation and execution of the District’s disaster recovery procedures for all computer and voice systems. Work areas include, but are not limited to, network hardware and software, telecommunications/voice/fax and providing backup as needed to the Network Analyst position.
The Network Engineer performs a wide variety of evaluation, maintenance, installation and training tasks to ensure the computer network performance meets District and user satisfaction. This position also provides direction, information, and recommendations regarding network configurations and installations.
Provides technical support function for understanding, troubleshooting and resolving network communication problems. Utilizes all IT Tools/documentation processes. Assists with the integrity of the Help Desk functions, and IT On-Call duties.
Communicates with end users/customers, agencies and departmental staff to troubleshoot and resolve network communications problems.
Maintains current knowledge of information systems technology related to VOIP, telecommunications, computer hardware, operating systems and local/wide area networks. Evaluates new technologies to satisfy district business goals and functions.
Monitors and provides system measurement tools for evaluation purposes, providing daily/weekly and monthly reports on network performance levels across the District.
Monitors network and telecommunications systems capacity, making recommendations for strategic planning and future growth. Provides analysis and research recommendations for state of the art communication solutions across the District.
Configures and monitors VPN and Firewall access. Oversees network security. Understands and provides appropriate and proper security protocols for network data transfers. Works closely with all IT and customers for data integrity and security processes.
Configure and setup Firewalls, VPN Concentrators and Security appliances for access to vital business applications. Design, setup and configure complex switching environments.
Design, setup and configure complex wireless networking that supports open or secured access and the ability to support voice and video applications.
Troubleshooting malfunctions of network hardware and software applications, telephones and security systems to resolve operational issues and restore services.
Suggests, recommends and implements improvements of systems operations through enhancement changes in procedures and operating/monitoring software. Documents appropriately.
Isolates and troubleshoots network equipment, including routers, switches, MetroE, MPLS, T1 and DSL lines; maintains responsibility for all upgrades and patches to this equipment and all other network related components.
Works closely with Network Analyst to complete all telecommunication projects timely and efficiently. Maintains CISCO Call Manager System.
Responsible for monitoring licenses and support contracts for all networking equipment.
Participates in the development of a comprehensive disaster recovery plan for Information Technology, including the annual execution of such plan to test feasibility.
Recommends purchases of system software, equipment and supplies to satisfy business goals and functions.
Documents network operations procedures and methods, including LAN and WAN diagrams and flowcharts. Updates these diagrams as system changes occur and minimally annually. Provides support for all auditing and DR processes.
Participates in end-user support and training for computing environment; instructs/follows up with end users to ensure procedures or methods are in place to avoid problems, increase productivity and/or increase quality.
Assists in the support and maintenance of all computer/voice devices throughout the enterprise as required.
Maintains responsibility for network related asset management.
Participates in the setup of special facilities as needed to support the District’s business functions and goals.
Maintains and enhances knowledge of information system topics and procedures through research, reading, seminars, and hands on training. Provides appropriate backup for Operation’s personnel.
Provides on-call coverage as directed.
May require travel between work sites.
Emergency duty may be required of the incumbent that includes working Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.
High school diploma or GED required. Bachelor’s degree in Information Systems or a related discipline preferred.
Three (3) to five (5) years of progressively responsible experience in the field required. Field experience should encompass enterprise information systems support, to include network technologies (CISCO), VOIP, VMWARE, CITRIX and systems/server administration in an Active Directory environment, desktop configuration, and a broad knowledge of current operating systems and software. Knowledge of disaster recovery procedures, the ability to work with a technical team, and a working knowledge of Cisco Unified Communication Manager configuration and infrastructure required.
Current Cisco CCNA and/or CCDA certification required. Cisco CCNP, and Microsoft Certified Software Engineer (MCSE) preferred.
Valid Florida Driver’s License required within six months of hire.
Extensive knowledge of CISCO equipment.
